Visionary street dancer Romeo Navarro risks all to promote "B-Boy City" events in the heart of Texas: grassroots hip-hop dance competitions that promote the vital, endlessly inventive underground art of b-boying. Far from established break-dance meccas in New York and LA, Romeo fosters a culture of defiant creativity, love and acceptance. Two striking new talents have emerged on this nascent scene. Josh and Omar are former best friends who have grown apart due to Josh's frequent tangles with the law and Omar's decision to join the ambitious dance crew Jive Turkeys. Josh is soon adopted by an exuberant underdog crew, Masterz of Mayhem, who (in their own words) hail from "the asshole of Texas", the Rio Grande Valley, a region close to the Mexican border and one of the poorest parts of the United States. While Josh struggles with further arrests, Omar rockets to global success, competing internationally and rising to stardom at IBE in Rotterdam. Back home, he must contend with his Mexican father's traditional expectations, and with the unanticipated side effects of renown. Josh's and Omar's paths continue to cross in intense dance battles, their confrontations mirroring the larger events in their lives. The spontaneous circles formed by dancers offer a safe haven in turbulent times, and "inside the circle" Josh and Omar seek respect, meaning and identity in their rocky transition to adulthood.
